Solar carports in Perth: cost, approval and output
Deciding between a solar carport and roof panels in Perth? What the structure costs, when council approval applies, and when a carport beats the roof.
A solar carport earns its place in Perth when your roof cannot take the system you want, or when you were going to pay for covered parking anyway. On a house that already has clear north-facing roof space, it is hard to justify: the same capacity on the roof costs roughly a third to a half as much, and generates the same power. What the extra money buys is the steel underneath.
That makes the decision less about solar and more about the structure. If the shade was already in your plans, the solar premium is small. If it was not, you are buying a carport to solve a roof problem, and it needs to be a real one.
When does a carport beat putting panels on the roof?
The common triggers are constraints on the house itself.
- The good roof face is taken or wrong. North-facing area is often already full, or the house sits east to west and the usable faces are second best.
- Shading from trees or a two-storey neighbour that no amount of panel layout work fixes.
- Asbestos cement roof sheeting, still present on plenty of homes built between the 1950s and the 1980s. Drilling mounting penetrations through it is not an option, and a separate structure sidesteps that.
- Heritage or character controls. Several inner Perth councils restrict visible alterations to the street-facing roof. A structure at the side or rear can be easier to get approved, though it still needs its own permit.
- Flat or fragile roof construction where load and penetration concerns rule out a standard mount.
Then there is the case where nothing is wrong with the roof and you simply want the shade. If a plain steel carport would have cost around $5,000 and the solar version comes in near $12,000, the question is whether the $7,000 difference pays back. That turns on how much of that generation you use rather than export, so have it modelled on your own consumption. The roof wins on pure return, but it does not give you a covered parking bay.

A 5kW solar carport in Perth lands around $9,000 to $15,000 installed. The same 5kW on an existing roof is closer to $4,500 to $6,500.
Five things drive that gap, none of them the panels:
- Engineered frame design and fabrication. A structure carrying a solid panel roof is a custom job, not a kit.
- Footings. Freestanding structures need deeper, larger footings, because the panelled roof behaves like a sail.
- Cable run. The array sits metres from the switchboard rather than above it, often with trenching under a driveway.
- Approval and certification. Permit fees plus structural engineering sign-off.
- Two trades. A builder or fabricator and an electrical contractor both have to schedule the same site.
One thing does not change: the federal certificate discount applies to the solar equipment, not to the steel underneath it, so a carport attracts the same discount as the same size system on a roof. Some quotes show it deducted and some do not, so check before comparing totals. Ask for the solar to be itemised separately, then run that figure through the quote checker. It benchmarks against standard roof pricing, so a bundled carport total will read as overpriced.
Does a carport produce more than the house roof?
Per kilowatt, often yes, because you get to choose where it points.
A roof gives you the pitch and orientation the builder chose decades ago. A carport is designed from scratch, so it can face true north, sit clear of the tree that shades the house all afternoon, and be pitched for generation rather than whatever the tiles happen to do. On a house with only east and west roof faces, that difference is worth modelling before you decide.
Tilt is a trade-off. Around 20 to 30 degrees suits Perth for annual output, but carport roofs are commonly built at 10 to 15 degrees for drainage, headroom and lower wind uplift. Losing a few degrees costs a little generation and usually saves more in engineering. Going below about 5 to 10 degrees is a false economy: dust settles and rain no longer washes the glass properly, so output drifts down between cleans.
Carports also suit bifacial panels better than roofs do. They generate from the underside as well as the top, and on a roof that underside sees dark roofing material. Over a light concrete driveway it sees reflected light instead, worth roughly 5 to 15% more output at the same orientation for a premium of about $50 to $150 per panel. Most carport installers specify them by default.
A single bay of about 3m by 5m carries roughly 2.0 to 2.5kW, or six to eight panels. A double bay of about 6m by 5m carries roughly 4.0 to 5.0kW, or twelve to sixteen.
Does a solar carport need council approval in WA?
Yes, in almost every case. A carport is treated as a Class 10a non-habitable structure under the National Construction Code, and a new one needs a building permit issued by your local government, even where a private building surveyor certifies the design first. The panels on top do not change that, but they raise the engineering bar for the frame beneath.
A typical application needs a site plan showing where the structure sits and how far it is from each boundary, structural engineering certification covering wind loading, and the electrical detail. Side setbacks commonly fall in the 1.5m to 2m range, though every local government sets its own, and pergola-class structures also carry height limits. Attached structures are assessed differently from freestanding ones, sometimes more strictly, so confirm which category yours falls into before the drawings are finalised. Heritage precincts, character areas and strata schemes can add another layer on top. Allow two to six weeks for a permit, and start it in parallel with the installer's lead time rather than after it.
The electrical side is unchanged from any other system: a licensed electrical contractor, an accredited installer, and the Western Power connection application lodged before the system can be switched on. If your installer does not raise the building permit at all during the site visit, that is a signal worth acting on.
What does the structure actually have to carry?
Weight first. A framed panel runs about 20kg to 24kg, a frameless glass-glass panel about 28kg to 32kg. Twelve panels put roughly 250kg to 380kg on the frame before rails and fixings.
Uplift matters more. A roof of solid panels catches wind the way an open-slat pergola never does, and the frame has to be engineered to AS 1170.2 for the wind action that applies at your site. That drives footing depth, post sizing and bracing. It is also why an off-the-shelf pergola kit is usually the wrong starting point: those are designed for a light or open roof, not a sealed panel array, and retrofitting solar to one without engineering advice is a real risk, not a paperwork technicality. Ask for engineer-certified drawings as part of the quote.
Two details are worth settling before anything is poured. One is whether the panels are the roof surface or sit above sheeting, because a panel-only roof drips at the joins, which may matter for what you park under it. The other is the cable route: conduit crossing a driveway is far cheaper laid before the concrete than cut in afterwards.
Does the same apply to a solar pergola or patio?
Mostly, with one useful difference. A pergola or patio attached to the house is cheaper per kilowatt than a new freestanding carport, typically $1,500 to $2,500 per kW against $1,800 to $3,000, because it borrows structure from the building and the cable run is shorter. Ten to sixteen panels on an attached structure commonly lands around $7,000 to $14,000.
The design choices differ too:
- Panel spacing. Pergola installs often leave gaps between panels for dappled light over an outdoor area. That is a legitimate choice, and it lowers output. Decide which you are optimising for before the frame is drawn.
- Frameless glass-glass panels. Cleaner over an entertaining area with no visible aluminium edge, but heavier, and they need specific mounting clamps, so the frame must be designed for them from the start.
- Solar tiles and integrated products. Purpose-built roofing products look excellent, cost considerably more per kilowatt and generally produce less. An architectural decision rather than an energy one.
- Awnings. A cantilevered array over a west-facing window shades the glass and generates at the same time, which suits homes where afternoon heat is the real complaint.
If the pergola is a new structure, the permit and engineering rules above apply in full. If panels are going onto an existing one, get it assessed first, because most were never designed to hold a solid array.
How do you brief an installer so carport quotes compare?
Carport quotes are hard to compare because they bundle two jobs. Fix the scope yourself and they line up. Give every installer the same brief:
- Structure size in bays and metres, and the roof pitch you want.
- Whether the panels form the roof surface or sit above sheeting.
- Panel count, model and wattage, plus the inverter model.
- Approximate cable run and whether trenching is involved.
- Who obtains the building permit and who pays the engineering fee.
- Who is head contractor: the builder or the electrical contractor.
Then ask for the structure and the solar to be priced as separate lines in one total. That single request tells you more than any other, because it exposes the real premium over a roof system and makes two quotes with different structure specifications comparable. A quote with no line for engineering certification or permit fees is not finished, whatever the total says.
